Veitch Lister Consulting (VLC) was commissioned by an infrastructure asset owner to analyse the composition of customers using tollways in France. 

 

Client requirements

Our client required a detailed picture of origins, destinations and purposes of users on its tollway network to better understand the risk profile of their investment. The on-going COVID-19 pandemic, with its associated policy and customer behavioural responses, has demonstrated that traffic volumes are subject to variation beyond seasonality and annual growth. 

 

Delivered outcome

VLC anaylsed and fused a range of public data sources to develop a database of personal and freight travel movements. Personal travel movements (between French administrative ‘départements’ and between neighbouring countries) were disaggregated by journey purpose and ultimately loaded onto France’s major road network (including tollways), which VLC developed by refining a publicly available network dataset. The origins and destinations of heavy vehicle volumes on the tollway network were also estimated from a range of sources.
