The Coomera Connector (Future stages) includes the remaining 29km between Loganholme and Coomera, completing the 45km Coomera Connector and providing improved connections and accessibility to more transport options for the northern Gold Coast and Brisbane.

Client requirements

TMR commissioned VLC to provide transport advisory services and utilise the Zenith model for the planning of the Coomera Connector (Future stages) project in the development of the detailed business case and environmental approvals process.

After undertaking a model selection process, the recalibrated Zenith model of SEQ was updated to a 2019 base year and through a local area model validation exercise, development of forecasting year assumptions and models out to 2046, incorporating Smart Motorways, four time periods, public transport capacity constraining as well as incorporating the latest outcomes from the staging assessment on design and land use (via LUTI).

Outcomes

VLC was responsible for the delivery of transport modelling results for the detailed business case, as well as reporting and liaison with the project team. This included the economics and business case development team, commercial team, impact assessment and design team, environmental specialists, and various project assurance review teams (TAU, PEU and TMR South Coast). The updated Zenith model was utilised due to it including the impacts of managed motorways and public transport capacity constraining.
