VLC were sub-contracted by Jacobs to work with the Department of Transport and Main Roads (TMR) to update the Toowoomba & Lockyer Valley Strategic Transport Model (TLVSTM) in the Regional Focussed Model Development (RFMD) framework.

Client requirements

The outputs of the updated TLVSTM were to be used to inform the development of a mesoscopic model for the region to be used for detailed operational planning and network optimisation.

Outcomes

The TLVSTM base year was updated to 2021 from 2016, including a new set of trip generation parameters based on a 2019-2020 household travel survey, re-estimation of trip distribution and mode choice parameters, and traffic validation based on traffic counts and travel times. Future year scenarios were developed with demographics projections and future road projects provided by TMR.

Innovation achieved

The RFMD codebase was improved to implement toll roads, disaggregated heavy vehicle classes, and route restrictions by assignable vehicle class.
