VLC was engaged by Launceston City Council to undertake a strategic transport assessment considering the full build out of three development areas in Launceston and Meander Valley LGAs, using the Launceston Multi-modal model (LMM), previously developed by VLC.

 

Client requirements

Launceston City Council required VLC to undertake a strategic transport assessment considering the full build out of three development areas Blackstone Heights, Hadspen and South Prospect in Launceston and Meander Valley LGAs.

The assessment was undertaken using the Launceston Multi-modal model (LMM), previously developed by VLC for Launceston City Council, assessing the impact on the transport network for future year 2051, with and without the developments. The planned developments are anticipated to increase demand on the transport network and the outcome of the report will guide future transport improvements.

 

Delivered outcome

VLC provided a quantitative analysis using the LMM to understand the impact of the developments on congestion and broader travel demand in the region. The project was undertaken in three stages, reviewing and calibrating the model, preparing future scenarios and analysing and documenting outcomes. The results detailed the increase in traffic and the effect it would have on the network. This was presented both as the increase in number of trips, percentage increase as well as vehicle delay hours. Select link analysis was undertaken to understand the origins and destinations of through traffic at specific points of interest.
